Localization impacting alt text null tags

When alt text null tags are localized, they are also translated. For example, an alt text field that previously had two English quotes ("") to mark as decorative has now been translated to French and had a space added (« »). This creates an obvious issue that now all of these decorative images are throwing a blank space to a screen reader user (huge no no).

While moving forward we know to leave these alt text fields blank, we are working with courses and Block Templates that we've developed over many years. Today I am "deleting alt text" from over 100 images in a course.

Is this expected functionality? Or a bug?

    For further clarification though, even without the space added, from my understanding, an empty set of French quotation marks («») would also appear to a screenreader (i.e. not function as a "null" tag). Is this the case?
