The 'Access Denied' error that you encountered usually occurs when the 'open URL trigger' is no longer able to open the associated URL or file after a course has been published. To fix this, you'll want to make sure that the link that the trigger is trying to open is publicly accessible, even when learners are no longer connected to your organization's network. 

If you could share the target of the 'open URL trigger' that your course is trying to open, I'll be glad to verify if this is a valid link, or something that can only be opened when accessing your course locally (from within your organization).
