I had created a course in Rise. then, had to give up my license a month ago with some team changes. I have a new license now, same login. Is it possible to find and access a course I created under the previous license (which another team member now has)?

Since the course you are looking for has been transferred to your teammate, it can now be found under your teammate's account.
You can ask your teammate to send you a copy of the course if you need it.
