Tom, that is fine, however even internal content from the library you folks own (or license) when brought into Rise either in the Tabs Interaction or any other places do not center. This is just silly that I then have to export the integrated content, re-size, and re-import. Thanks.

Currently, that's not possible. Here's a quick workaround that I do.
Create a 16x9 image and then insert your image inside it and center it. Then save that image. The 16x9 fills the tab.
I usually just open PowerPoint which is 16x9 by default. Insert the image on a slide and then save the slide as a .png. It only takes a few seconds.
