I can't speak for TeresaMoreno​, but courses built in Rise 360 do support Web Content Accessibility Guidelines 2.1 Level AA. While Rise does a lot of the accessibility work for you, there are some decisions that authors must make. Please see the following articles to learn more about authoring accessible courses:
Also, I did test Teresa's course with the NVDA screen reader and did not observe any issues with keyboard navigation, or dictation.
