I guess you can do either. Depends what you trigger when clicking on "Begin".
I usually have all content about one topic in one file, as a contained unit. Easier to keep on top of what is where and if you need to update it. But I have taken out sub-topics if it made sense to use them in several courses.
This was making me crazy, but I finally discovered that the text is editable in the "Hover" state. So select the box, click on States, then edit the text in the hover state. :)
