I want to create an introductory slide that describes the rules of the quiz before a student starts the quiz. For example list the number of questions, the time limit and the number of reattempts a student has before they begin their quiz.

I have a few slides that I use over and over again. Similar to what you are looking for. I have created a ppt. deck that has all of the slides built on a blank background. When I need to use one I just go to: Home Tab, New Slide, Reuse Slides, pull up my deck and add the slide I need. It then takes on the background of the deck I am working on and I can edit it if needed.
