Good Questions! Courses developed in Storyline are SCORM compliant. This means that a published version can be placed on another site as long as that site accepts SCORM packages. Usually that other site is called a Learning Management System or LMS. The LMS can track usage and completion. The question you really want answered is, will your "other site" accept SCORM packages?
Storyline can be published to be viewed offline. However, unless the mobile device syncs with your "other site," offline course taking will not be recorded or tracked.
Storyline should be installed locally on your machine. So you do not need a connection to develop. The user needs to be online only.

And yes, it is recommended that you work on your content locally as described here, and that will also help avoid a number of potential issues such as file corruption, an inability to save changes, and loss of resources.
