This was created with our responsive authoring web app, called Rise. All the navigation is prebuilt in for you, so there's nothing to do except pop in your content. You could try to create something like this in Storyline 2, but it would definitely take you a lot more time and the result would never be exactly the same.

This was built with an older version of Rise, where process lessons were standalone lessons and not blocks. There are some small differences between the old format and the new format, which is what you're seeing here.
