Animated GIF not zooming to full size

I have an animated GIF I want to display on a quiz feedback slide.
I want the learner to click the smaller image so it will be full size and the user can see the correct process for the answer.
The problem is that the image is only zooming a little bigger.
As you can see below, when I first import the image it is big. But after making it smaller and adding the zoom image, then previewing, it doesn't zoom to the original size.
How do I make it zoom to full size? Is there a limit to animated GIfs?
