You can do this. Here's an example of how the embed code would be:

<iframe width="560" height="315" src="https://www.youtube.com/embed/cUF-LxUdVCQ?start=7&end=40&rel=0&amp;controls=1&amp;cc_load_policy=1&amp;autoplay=1" frameborder="0" allow="autoplay; encrypted-media" allowfullscreen=""></iframe>

The values are seconds elapsed in the total video, so if you wanted to start a video at 2:20 you would use 140 as the value.

I personally don't like using the end argument, as it looks strange when it ends abruptly when you can see from the seekbar that there is more to go, but that's me.
