There isn't a feature in Storyline 360 that highlights transcript text phrases as they're spoken. We're tracking requests for this option, though, so I'll surface your post to my team! (Here's how we manage feature ideas.)
In the meantime, check out this community approach:
Insert a media file and a text box, add a Fade animation with the By paragraph effect option to the text box, then align the timing accordingly. (Learn more about animation effect options.)
