JAWS 2022 reading text on some layers and not others

So...I have a quiz slide with four layers: three correct/incorrect layers and one "Help Layer" that's triggered by clicking on the mentor figure in the upper right corner.

The problem is: JAWS 2022 is reading the text on the correct/incorrect layers, but when it comes to the Help Layer it only reads the exit button on it. It just goes back and forth between reading the button and saying "blank" or "main region end" over and over again.

As far as I can tell, my focus order is correct and the "Prevent users from clicking on the base layer" option is checked. I even tried hiding objects on the base layer and that didn't do anything.

Any idea how this can be fixed? This has been super frustrating to me. I'm working with Storyline version v3.59.26702.0 and I attached a sample file that includes the slide.
