problem with layers

Hi. I am starting a project where I am creating a simulation for the user to go through. I also want to offer hints along the way. When the user hovers over the "hints" shape, I want another layer to show the hint. The problem that I am having is that when I try to do a hint on layer 2, it goes back to the base layer instead of showing the hints layer. I have attached my project.
I am just starting with this, so if anyone has a better approach to this project, I am listening.

2 Layer Hint is set to hide other layers when it opens. (this is the default for new layers.)
When it is shown, it hides 2 Layer ICM Worklist, and when you hover off the Hint, it closes, so you are back at the base.
Deselect that property on the hint layers, and they won't hide the work layers.
