Question bank - Questions marked to always be included, are always positioned at start of question draw

For a project we created a question bank (150+ questions). We would like to have a random question draw of around 100 questions. We want to make sure that some of our questions are always included (in a random order), so we marked those questions to always be included in our question bank.
When we preview the question bank, the questions that are set to "always be included", are always the first couple of questions in the question draw. Even though the question bank is set to do a random draw. Is there any way to solve this issue? We are using Storyline 360.
Locking the question to another question doesn't seem to be an option, because the lock functionality doesn't work if one question is set to be included randomly and the other to always be included. If I change both to always be included, I get the same issue as before: the start of the question draw is always the same.
Because I can't share our project, I created a basic sample to show the issue. It's attached to this post. In this example, I have 5 questions in a question bank. I made a draw of 3 random questions, where question 3 is always included. As you can see: the draw will always start with question 3. If I set questions 3 and 5 to always be included, the question bank will always start with 3, followed by 5. It seems like the question draw will first combine all questions that are set to always be included, and then make a random draw based on the number of questions that are left for that draw.

remember that SL executes triggers in order - you are jumping to slide before you run the two triggers Add 1.00 to attempts and change state of Retry Quiz.
Move the Jump trigger to the bottom of the order and see if that works for you

I reordered the triggers and went through the test three times and was presented with all 13 questions each time.

Please could you review this project and the script just one more time for me. It is working fine, but just got a query from a mac book user saying that they had a problem.
"I took the chemical safety test and did not pass the first time.I went back in to take it a second time - I know not all 13 questions were asked and the end of the test came and said I failed - I only answered about 5 questions.I went in for a 3rd time and noticed after answering the 1st question, and hitting the submit button, the bottom left of the screen said I was on Question 3 of 13. I figured if I only somehow missed question 2 and couldn't go back I would still pass with only 1 question missed. Next screen showed question 5 of 13 and then the exam ended. However, I do not see any of these happening in a PC and Chromebook within the Chrome browser. Nor did the user. Could it be just a mac thing? The user just took the exam on a Chromebook and passed.

which LMS is hosting this course.
I just ran through it again (preview only) and all 13 slides were presented each time I did it (3 attempts).
If it is only one user that is experiencing this issue can you get them to clear their cache before trying the course again and check which browser they are using - perhaps they can try using another one.
I would also be checking the LMS - and in particular this user to see if there is anything in their profile that could be amiss.

I have a feeling that could be the LMS and their ability to interact with interactivity (the drag and drop). I got similar queries from other learners as well. Again, thank you for checking and all your help.

It seems like this is still happening and wanted to know if there is a plan to update the functionality to allow the "always" questions in a question bank to be randomized?

This hasn't made it on our roadmap yet, as we are currently prioritizing other fixes for upcoming updates!
