I'm recording a screen with Storyline and I get this red border around the screen. I'm sure it's for parameters, but I can't seem to find any information about it, or how to get rid of it. I also seem to lose the control buttons to stop the recording.
Looks like Mr. C has popped in to assist you here. I'm not familiar with an issue based on your description. Do you have a .story file you'd like us to take a look at?
I realize that this is an old post - but I am experiencing this same issue - I am using the "Screen Recording" tool and after it is placed in a Storyline slide, I am seeing a red border. I am happy to share a sample of the file.

Did you get a chance to test Becca's suggestions above? Setting the display to a scale of 100% is recommended.
