If not, just to confirm, is the red line there after you finish recording and preview or publish your story? I only ask because there is always a red line when you record, but this line doesn't usually show up in the recording.
I'm using SL3 with standard settings and have never seen a red line appear.
The screen shot you have attached with the red line, shows the read line appearing as you are recording the screen. I am wondering if, after you click the DONE button at the bottom and it imports the recording into storyline and you preview or publish it, if the red line is still there?
There may well be a fault, but when I record I always get the red line that indicates the boundary of my recording area, but the red line does not come through to storyline and I never see it when I publish my story.

I've looked at Sue's case, and it looks like the red outline appears when a laptop screen is set to 125%, and the browser is set to 100%. You'll need to set the laptop to 100% as well.
If this doesn't do the trick, we'll need our Support Engineers to step in. You can connect with our Support Engineers in a support case.
Yes, this a bad bug. I randomly have it no matter the screen size or any settings. And it sometimes occurs only on one of the sides of the screen. A bit frustrating.
Are you using a second monitor connected to your computer? If so, are both monitors set to 100% scale (96 DPI) resolution? If they're not, let's try setting them up that way to see if the screen recording works as expected.
If that doesn't solve the issue, or you have a different scenario, please get in touch through a support case so we can investigate what's happening.

That sounds frustrating. Have you tried to set your screen resolution to 96 DPI? That usually solves the problem.
There are instructions here on how to set your screen resolution depending which Windows Operating System you're using:

i cam certainly check to see. I’m still in preview mode. Although it still startled me because this has never happened before.
