RESOURCES: where are they?

I have a number of documents (both .pdf and .docx) loaded into my Storyline Resources. They don't show up, either when I publish locally or in Review 360.
>Are Resources specific to the slides or scenes where they are loaded or are they available across the project?
>How can I test to see what users will have available?*
>Is there an inventory of loaded items (similar to the inventory of variables) so I can see what's supposed to be there?
*Support article https://articulate.com/support/article/attachments-will-not-open?_ga=2.208982546.1490527158.1674667106-76155598.1674062395 says "view your content in the environment for which it was published," not locally--but shouldn't Review 360 satisfy this?

if you publish to web and start - do you see this lines on the bottom, if you hover with the mouse over the titles
make a sceenshot from your screen

How did you load the resources? Resources are global, not specific to one slide.
in the storyline player settings it should look like this
your documents appear in the list here ?

I loaded by going HOME / PLAYER / RESOURCES.
