Hello and thank you for taking the time to read and post. I have recently noticed while cropping images and characters that the character moves within the crop box sometimes and other times the crop box resizes the image while leaving the character stationary. I am sure that I am doing something wrong, but not quite sure what that is. Any tips would greatly be appreciated.
Thank you for your response. Maybe I wasn't waiting long enough for the 'cross to transform into the crop handles'. It seems to be working fine for now, but then again I just installed an update.

When you're cropping a character, if you see the full cross when you drag the mouse, it means it will move the object within the cropped area:
However, if the cross transforms into the crop handles (sides and corners), then it will adjust the size of the area to be cropped:
