In my experience, the location of the Layer Property Settings window can be a bit funky. I typically have Storyline open the monitor attached to my laptop. But the layer settings will open on the laptop's screen. The first time that happened, I thought it wasn't opening at all. Then I spotted it...
So try looking around a bit, especially if you're using multiple monitors. I hope the fix is that easy for you. :-)
I am also having an issue with viewing my Layers. I excepted the updates on Friday, now I cannot see the layers to make changes. What fix is there for this?
I know it's been a year, but I am having the same issue. I cannot open Layer settings, across all windows, I have checked. Redocking did not fix the issue, nor did updating, restarting Storyline, or restarting the PC.
Sorry to hear that you ran into this snag. Storyline 360 shouldn't be behaving that way. As a troubleshooting step, please try doing a repair of your Storyline 360 installation by following the instructions here:

Have you tried redocking all windows in Storyline 360?
To redock all panels at the same time, go to the View tab on the Storyline ribbon and click Redock All Windows.
The Slide Layers should appear back to the bottom right corner of the Storyline 360 interface.
