Use of Survey Short Answer item in Storyline Quiz

I have developed a quiz that is the last scene in a course. In the quiz I use Survey Short Answer questions. My only requirement is that the answer not be blank. My understanding is that Survey Short Answer items are appropriate in the situation. When the professional development staff published the course on our Meridian LMS; the status of the report comes back as "Pending Grading."  The representative from Meridian stated in an email "The test needs to be recreated in such a way that on one needs to review the written answers." I'm not sure where to go with this, I thought Survey Short Answer questions did not require grading. Any help appreciated,
