When exporting a Storyline 360 course to video, the captions are included as a VTT captions file and you'll need to use a third-party application if you'd like to burn the caption files into the video. I did a quick Google search and this application was one of the top searches, but you're free to use whichever tool you're comfortable with! Hope this points you in the right direction.
