is Alt-text is also included when we export the XLIFF translation file in Storyline?

Yes, Alt-text is included in the exported XLIFF translation file. The tags that contain the Alt-text are in this format in the translation file for your reference: 
<trans-unit id="64PM7p9LaG7.AltText" datatype="plaintext"><source>This is a test</source></trans-unit>
