• Have you tried a different browser to see if the issue is browser-related?

I have a few articles I'd like to pass along in order to help you troubleshoot this:

• Storyline: Exceeding SCORM Suspend Data Limits 
  1. This Article recommends a few solutions for exceeding suspend data limits: 
     • Disable the resume feature in Storyline.
     • Reduce the number of slides until the resume feature works as expected. The limit will vary, depending on a variety of factors. You'll need to test your content in your LMS to verify.
     • Republish your course for SCORM 2004 3rd Edition or 4th Edition, both of which support much longer suspend data.
• Storyline and Studio: Course Doesn't Resume as Expected After Meeting the Completion Requirement
  1. This Article recommends adjusting the tracking Method, Changing the Reporting Option, and Modifying the Published Output.
