Are Storyline blocks in Rise tied to the Review account?

If a storyline block is added to a Rise course and then that contributor leaves the organization, does the block still function if that contributors Review files no longer exist?

Would there be any difference if the Rise file was published to Share, to web, to Review?

Or is the SL block permanently a part of the Rise file once inserted and not a link to the Review file?
