your question is quite broad. Could you specify it so the community could help you?
The course you linked looks nice, it's a combination of slides and layers, with lots of triggers and logic behind it.
To build something like this you would need to plan the whole thing, write the content, then storyboard, then design all elements and screens. And the last part would be to build it.
