Attempting to recreate the Rise Sorting Activity in Storyline
I was looking for solutions to the same problem. Inspired by answers in this thread, I have created my own version of the card-sorting activity. I used states and motion paths (no variables) to create a similar animation effect in Storyline. There are two templates: one with all the cards on the same slide (you need to go to settings to set up the order of the cards showing up) and one with each card on a separate slide (you need to sequence the slides in the order that you'd like the cards to appear).
In both templates, I have designed for two, three, and four target areas (in separate scenes). So they should be very easy to be adapted to your project. All the cards are text-based, but if you want to have images, it's pretty straightforward just to replace text boxes with any images you want.
And here is a review link to a real project using the the second template.
I updated my answer above and have the story files attached.

The review link looks awesome, Oris, and are just what I'm looking for. I intend to add a feedback layer for each card, but I really appreciate that your formatting blends so well with the Rise design.
The download links are no longer available. Would you be willing to share those again?
