Base Layer Popping Up with Reminder to View All Slide Layers

I am trying to create a slide that has multiple layers with content for the user to click through.
The learner needs to click through ALL layers before they can click NEXT, so I need a ...
I suggest you just disable the NEXT button until the layers have been viewed. I think most users recognize a disabled button and know that clicking it won't do anything.

Alternately, you could put the "Reminder" on a separate slide, and lightbox it. That would make it appear on top of whatever layer is currently showing.
Disabling the next button would be the best option, but my organization does not want to use that option, so I need a workaround. Lightboxing could work, I will propose it to my team. Thank you for the suggestion!
