Base Layer showing on Layers - Please help

Here's my interpretation: You want an object on the layer to completely cover what's underneath it on the base, without hiding other base objects.
In the JPG, it looks like the text-box on the layer either has no fill or a partially transparent fill. That's why the base is showing through. So just add a fill color to the object on the layer. That'll hide what's underneath, but keep everything else on the base showing.
