Build an Accessible Drag and Drop Interaction in Storyline

I built mine on a regular slide first and then used "convert to freeform slide".

It can be done with a combination of conditional triggers and variables, I found it simpler to put them across multiple layers rather than trying to get the logic to work from the base layer alone.
