Can Learners Skip Questions and Come Back to Answer Before Submitting?

Hi,

I have an exam that we use a questions bank for. The learners have expressed that they would like to be able to skip questions and come back to them at the end. I do not want them to be able to retry incorrect questions, just pass when they chose to. I've read through a few other posts here and tried doing some research on my own but cannot seem to find anything that fits what I am looking for, maybe this cannot be done? Any ideas/tips would be appreciated.
