Can you add a layer to a Feedback Master?
I may be missing something here. In design view I can add layers to the Feedback Master slide and to the layouts.

If you are running a simulation, and want something to appear over it, it sounds to me like you want to use just a regular, blank layer, without worrying about adding layers to masters. You can add a layer to a master (your use of "Feedback Master slide" is confusing one or both of us), but you can't edit it.
