Can't use stand-alone version of Storyline 3 unless I purchase Articulate 360 subscription for Quizmaker

I purchased Storyline 3 a few years back and am told it is the only Articulate product that is not a subscription.  The problem is I have to spend $1,399 a year to use any of the other products such as Quizmaker.  My Storyline 3 is practically useless unless I can make quizzes.  Does anyone know of a solution is my only option Articulate 360 subscription?
