The "complete course" trigger is only available in Storyline 360. Functionally speaking, this trigger isn't a requirement to send completion data to your LMS. It's only used for sending a completion status to an LMS via the use of a trigger.
Don't worry if you don't have access to it. As long as your course meets the completion criteria set in your publishing settings, it will still send the course completion data.
