Create a new theme in Rise 360?

I used to be able to open the design menu at the left by clicking the hamburger at the top. The menu had design settings to globally change all the colors in a theme and set global fonts. 

I want to add ALL my client's color palette, not one "highlight" color. I can't use the colors in the templates because they don't match brand colors. I could do this previously in Appearance. Now I don't find the menu to set global settings for all projects in Rise. 

Has this functionality been removed, or do I access it differently?
