There are a few things to consider.
How many unique questions will you be asking?
If you have a large number of non unique questions that get asked over and over again.
You could make a single course with a large pool that gets randomly asked.
What kind of data can your LMS handle?
If your LMS can only handle limited amount of information, and can't handle partial sessions you might create many micro courses.
How many questions do you need to ask. Demonstration of proficiency or mastery is hard to do with a simple question that has a simple response.
