Drag and drop without specific drop target

Hi, I'd like to create a drag and drop exercise, but I want the drop target to be free. So, let's say I have 5 values, and you need to drag the numbers 1-5 in front of them, according to your preference (which value is your #1, your #2, etc.). I can't seem to figure out how to do that. With freeform drag and drop you HAVE to indicate a drop target, and that's exactly what I don't want. Any ideas?
