Well it is technically a different domain. Maybe you are accessing from inside a company that has not white-listed articulateusercontent.com?

I agree with Russell, this looks like some kind of permissions error or firewall blocking your access. You could try downloading the attachment and adding the full doc to your resources - downside to this of course is you lose any document management and if the original is updated you need to make sure you update this version. But as it's just a transcript you'll probably be ok.

Thanks for the feedback Chris. The content that needs to be downloaded is just an optional transcript of a video. I was hoping to add it as an optional link to our LMS, but that has proven to be a challenge.
