Both Storyline 360 and Rise 360 courses will always resume at the beginning when the course is published to Review 360. This is because Review 360 isn't designed to save course progress. If that is important to your reviewers, I'd recommend publishing the course for LMS. In an LMS environment, learners can exit and resume with their progress intact.
