Hangul letters changed to gibberish words after Storyline was exported

The Hangul words only changed once it was published as a SCORM file.
Is this issue occurring after uploading the project to the LMS or when viewing it locally (publishing to LMS and opening with a web browser)?
If it happens in the LMS environment, can you test it in SCORM Cloud to see if it's also incorrect? Check out this step-by-step article!

This issue happens in preview mode (from Storyline), in the LMS and also in Review 360.
The file is way too large to test out in Scorm Cloud as I do not have a paid account. I do test it out in the company's LMS with the same results.
