Has anyone use xliff/xlf files to add language labels to their modules? I can't share the ones I have manually added.

I have added some language labels manually but can't figure out how to share with others. When I share the module and they duplicate, the added languages do not carry over. It looks like only the owner can see labels. 

Then I noticed the "Upload from xliff" option. Does anyone know how that works?
