The reason why dragging single items over specific spots in your drag-and-drop interaction is because you have multiple submit interaction triggers present in the slide. 

Each one of these triggers when activated will move the learner to the next slide. To correct the issue, make sure that you only have one Submit event present in the slide, and that it will only be activated once the learner is ready to submit their answers. This trigger should be enough:
