Hotspots do not scroll in sync with scrolling panels.
Addendum to my original post: It seems that scrolling panels within scrolling panels have the same problem. They don't move in lockstep with the original scrolling panel, either.
I'm seriously hoping someone can help me find a reliable fix for this problem. The people dependent on me for E-learning material are asking questions, and I'm running out of excuses.

It sounds like your hotspots added to slides with scrolling panels are behaving erratically. Sorry to hear that, but I'd be happy to assist!
Since the behavior observed is intermittent, can you please confirm if you are working on your local hard drive? Working on a network or shared drive may cause erratic behavior. Also, you mentioned using Storyline 360 version 3.79. Does upgrading your Storyline application to our current version (Build 3.80.31058.0) produce the same issue?
To your follow-up statement, scrolling panels do support a wide variety of elements with the exception of other scrolling panels.
If you're willing to share a copy of your project file here in the discussion or privately through a support case, I'd be happy to take a closer look and test the behavior on our end. We'll delete it from our system as soon as we're finished!
