In a course go to settings then translation, scroll down to XLIFF Translation.
I followed this to get the file, used our secure in-house LLM to translate and then uploaded it again. I now have the course translated at 0 cost, and ready for language expert review. I will need to do the subtitle files for each video, but not too much of an issue with the cost saving. I have just been quoted "The lowest tier is 25 credits, meaning 25 translations and the price is 280 USD / credit. Total cost of 7000 USD in this case."
