How do I delete a vertical block

As I understand it, you want to delete a section of the timeline, and have objects on the layers adjust their positions at the same time. 

Unfortunately, Storyline doesn't work that way. 

Based on the image, it looks like the first step would be editing the audio at the bottom of the Timeline to delete the long pause. (At least, I assume that's what you're trying to get rid of.) To do that, open it in the Audio Editor, select the section with the pause, press the Delete key, and save the change.

You will have to manually move other objects to realign with the edited audio. On the base, you can select multiple objects and drag them together. You can do that on layers, too, if those have multiple objects that need to be realigned on their Timeline.
