ShawnConnelly-d: As Chris said, you can use a Storyline block to track completion.
That could be as simple as a 1-slide Storyline project that has a "complete course when the timeline starts on this slide" trigger. Or the trigger could run when the user clicks an "acknowledgement statement" button. Then do this:
- Publish the Storyline to Review 360, with it set to track via the completion trigger.
- Insert that into a Storyline block at the end of your Rise course.
- When you publish the Rise course, track completion via the Storyline block.
