How do you make a SRT, VTT, SBV, or SUB? What program do you need to do this? Can any of this be done in Articulate? Can this be done in word?

you can create/edit subtitles with the Storyline 360 Close Caption Editor*
all subtitle formats (SRT, VTT, SBV, SUB, ...) are text files with very similar format
you can open and edit the files e.g. with notepad++
