I can use "feedback layer" to add explanation of incorrect answer for each question. But I found it is only effect if I choose "submit at a time". If I want to set "submit all", and need user to review quiz and see explanation of incorrect answer for each question, how to set up?

You can add a layer called Review to your question slides, where you can include the explanation for the incorrect answers. That layer will automatically show up when in Review mode:

I realized that your question was about Quizmaker, but my response was for Storyline.
If you don't want to import your project into Storyline, then a workaround for Quizmaker would be to add blank slides between your questions to provide generic feedback after each question:
This, however, will happen during the quiz, not in Review.
