Storyline 360 currently doesn't have a feature for generating Closed Caption files, but if you're willing to convert your audio files to video, you can upload the converted video files to Youtube and use its Automatic Captioning feature to generate your caption files.
I’ll be happy to pass your thoughts on to our product team for a caption generator feature, but you can also feel free to detail them more through a feature request!
