How to make the 'Review Layer' not fade / dim all other layers?

Changing the transparency on the Feedback Master slides did not solve this issue for me BUT checking the Disable skip navigation shortcut on the Modern player style did!
Select Player > choose Other > check the box for Disable skip navigation shortcut
